When You Don’T Know What You Don’T Know: How Two New Collections Librarians Right-Sized A Collections Budget, Cara M. Cadena, Marcia Lee

Due to impending campus-wide downsizing, the Grand Valley State University (GVSU) Libraries projected that a worst-case scenario would result in a 14% cut to the library’s collections budget for fiscal year 2020. In the same year, GVSU Libraries welcomed several new members of its leadership team, including the dean, two associate deans, head of systems, head of collections, business administrator, and a vacancy after the long-time acquisitions manager retired. Budget cuts and staff turnover are tough, but they prompted a much-needed reassessment of roles, culture, and priorities in the library. Win Or Lose: Residential Sorting After A School Choice Lottery, Andrew Bibler, Stephen B. Billings

We examine residential relocation and opting out of the public school system in response to school choice lottery outcomes. We show that rising kindergartners and sixth graders who lose a school choice lottery are 6 percentage points more likely to exit the district or change neighborhood schools (20% to 30% increase) and make up 0.14 to 0.35 standard deviations in average school test scores between lottery assignment and attendance the following year. Using hedonic-based estimates of land prices, we estimate that lottery losers pay a 9% to 11% housing price premium for access to a school with a 1 standard …

In 2017, reporters of national data in regard to reading ability among American, fourth grade students indicated low proficiency and achievement gaps. These results were also consistent within the state and district under study. There is a need to increase the focus on prekindergarten and primary grade education taking place prior to the grades in which federally mandated, accountability assessments for student learning take place. Federal aid programs and their effect on student persistence, stopout, and completion have long been studied, but current literature does not fully capture the temporal nature of these programs due to insufficient methods, imprecise data, or both. Using event history methodologies, I leverage a unique level of access to data at a public four-year, research intensive university to explore how the Return to Title IV federal aid withdrawal policy, one of the most prominent yet understudied aspects of federal financial aid policies, influences time to degree. Education rights cases often devolve into a farce of constitutional brinkmanship played by a miserable cast of reluctant courts and recalcitrant legislatures. Between successive rounds of litigation and tepid legislative fixes, come threats of impeaching judges, closing schools, stripping courts of jurisdiction, and holding legislators in contempt. Despite all the bluster, judges and legislators both anxiously await the curtain call, when they can bow out and terminate the matter. Initial Education Of Philosophy Teachers In Colombia: Association Between New Public Policy Requirements And National Standardized Tests, Alejandro Farieta-Barrera

This paper evaluates the association between new public policy requirements for B.Ed. programs in Colombia —1) demand high-quality accreditation, 2) restrict distance modality, 3) restrict multidisciplinary programs, and 4) increase academic credits in education courses and pedagogical practices— and the outcomes of 1387 B.Ed. in Philosophy students in the National Saber Pro test 2016-2018, in ‘Education’ component. The methodology was multilevel linear regression; the residential region is the level variable, and were included other control variables (gender, age, ethnic minority, socioeconomic index, etc.). The literature on high school exit exams has found both positive and negative effects of these high stake exams on high school graduation rates. To this point the literature has not taken into account the embedded nature of school districts within state education systems. We employ a Bayesian Hierarchical SLX model to account for the hierachical nature of education data in the United States. Our approach also allows us to account for spatial spillovers that influence graduation rates across districts and states.
