The Global Guidelines for Early Childhood Education and Care in the 21st Century were developed as a collaborative project between the U. S. National Committee of the World Organization for Early Childhood (OMEP) and of the Association for Childhood Education International (ACEI). The project's intent was to provide guidance concerning the fundamental elements that are necessary to create high quality environments for early care and education. This paper presents the history of the development of a related instrument, called the ACEI Global Guidelines Assessment (GGA). This study examined two questions: (1) What quality rating and improvement System (QRIS) will be useful for improving early childhood education programs in Magadan Region, RU and in Minnesota, USA? and (2) What is the agreement among raters in the US and in Russia, using scores on a QRIS for early childhood education programs in Magadan Region, RU and in Minnesota, USA? The study included translation of the Global Guidelines Assessment (GGA) (ACEI, 2008) into Russian. One quality review was completed for one early education program in each country. The rapid growth of information over the last thirty or forty years has made it impossible for educators to prepare students for the future without teaching them how to be effective information managers. The American Library Association refers to those students who manage information effectively as information literate. Information literacy instruction has been a priority in many secondary schools since the American Association of School Libraries published the Information Literacy Standards for Student Learning in 1998.
