There have long been anecdotal reports that some Maine districts have difficulty filling vacancies and retaining teachers. This is a common lament for schools in rural areas, and for schools across the state in hiring teachers for certain subject areas-namely math, science, special education, and foreign languages. Current policy initiatives in Maine such as the push for proficiency-based high school diplomas are raising the stakes for schools to employ high-quality teachers in all content areas. Throughout the United States the debate has been frequent, intense, and at times adversarial over how to fund education adequately. Maine has been trying to identify higher performing schools in the hope that practices that contribute to success at higher performing schools can be adapted at similar schools throughout the state. The 1997 establishment of Essential Programs and Services, an adequacy based funding model, has a primary goal to ensure success for all of Maine's children based on generating and distributing funds more equitably throughout the state. Maine should be very proud of its public school system. Without question, since passage of the Sinclair Act in 1957, Maine has made great strides in the last 45 years in improving the quality of its public schools, and in expanding educational opportunities for more and more of its children. Maine citizens have increased their investment four-fold in their public schools since 1960; from approximately $1,870 per pupil in today's dollars to over $8,000 per student in 2002-03.
