Part C early intervention is a program administered under the Individuals with Disabilities Education Act (2004) that provides services to eligible infants and toddlers with disabilities and their families. Part C coordinators oversee the program in states. This article presents an examination of state Part C program coordinators’ leadership practices. We conducted a qualitative secondary analysis to explore the practices that Part C program coordinators described using in a prior study on the processes, barriers, and solutions during a systems change. There is a growing understanding, internationally, that effective leadership has an influence on the quality of early childhood education programs. The leadership research agenda has expanded accordingly but despite this expansion there is little empirical research on the emergence and development of leadership in early childhood education. The article focuses primarily on the methodological challenge of studying the phenomena of emerging and developing leadership. The first five years of a child’s life represent critical windows in physiological, social-emotional, and cognitive development. Administrators of early childhood (EC) programs play a pivotal role in determining the quality of experiences that unfold for young children in center-based care. Using photovoice, semi-structured administrator interviews, and participant-observation, we aimed to identify the factors contributing to one center’s atypically excellent outcomes with diverse children and families. Our textual and photographic analyses revealed three findings.
