A Critical Policy Analysis Of Universal Preschool In Colorado: Its Roots, Intentions, And Development, Jamita Horton

High-quality preschool experiences are essential for preparing four-year-old children for a successful transition to kindergarten, benefiting them academically, emotionally, socially, and physically. However, access to such preschools remains limited, particularly for children from marginalized communities. This qualitative critical policy analysis examines transitioning from the targeted Colorado Preschool Program (CPP) to a universal preschool approach through the 2022 Colorado House Bill 1295: Department of Early Childhood and Universal Preschool Program. Drawing on Young and Diem's (2017) framework for critical policy analysis, this study explores the roots, development, and potential implications of the universal preschool policy.

Challenging behavior (CB) is a major barrier to service delivery in preschool classrooms. Persistent CB has been found to significantly impact children’s academic and social success long-term, especially amongst children from historically minoritized populations and those with disabilities. Numerous evidence-based intervention strategies exist to prevent and reduce CB, yet preschool teachers continue to voice a desire to increase their capacity to do so in the classroom due to high rates of CB continuing to be observed. Qualitative secondary analysis (QSA) allows researchers to explore new research questions and ensure that participants’ voices are heard to the greatest extent possible, without the burdens of additional data collection. However, this approach is rarely used outside of the health sciences, and little guidance exists in the literature about how to conduct QSA. This study is a secondary analysis of qualitative program evaluation data related to the well-being of human services professionals from two fields: child welfare and early care and education (ECE). There has been steady interest in the ideology of equity in schooling practices reflected in the written artifacts of the United States, especially in the last thirty years. However, equality-laden language is often used without definition or critical examination. The assumed meaning of equality terminology is problematic--especially for classroom teachers who are directly held accountable for the practice of equality policy. This inquiry critically evaluates the multiple implications of this common-sense usage of language related to issues of equality, equity, sameness, and even democracy.
