This guide is presented with the hope that it will help districts organize a well-coordinated program in the light of present perceptions of the needs of the mentally retarded. Three methods were used to gather pertinent information: (1) a search of current literature; (2) interviews with personnel in special education; and (3) visits to key programs in the State of Washington.
