More than one out of every eight students in America is classified as having a disability under the provisions of IDEA (National Center for Education Statistics, 2010). Yet nearly every metric used to measure post-high school success (employment, independent living, post-high school education/training) shows the majority of students with disabilities do not succeed (NCES, 2010). The chief safeguard for special education students are their parents, who are explicitly written into nearly every aspect of the special education process. Bully Versus Bullied: A Qualitative Study Of Students With Disabilities In Inclusive Settings, Ida M. Malian Ph.D.

This qualitative study observed bullying patterns and trends of students with and without disabilities in inclusive settings. The participants were fourth grade students eligible for receiving special education services in inclusive , resource and self-contained settings. Qualitative data were collected while students were in class and during specials and non-academic times. The data suggests that students with disabilities are bullied and are themselves bullies at times. There appeared to be a relationship between personal characteristics and the incidence of bullying. Statement of the Problem: There is an over-representation of Black students in special education. Black students are typically referred for special education consideration by the end of the fourth grade. One effort to reduce the large number of referrals in Connecticut was Courageous Conversations About Race. Courageous Conversations About Race is designed to address what educators, families, and other community groups can do to improve teaching and learning across racial lines. Effective practices in student data collection and implementation of data-based instructional decisions are needed for all educators, but are especially important when students have severe intellectual and develop- mental disabilities. Although research in the area of data-based instructional decisions for students with severe disabilities shows benefits for using data, there is limited research to demonstrate teachers in applied settings can acquire the decision-making skills required. The purpose of this research was to demonstrate how teachers from five states acquired a set of data-based decisions implementation guidelines through online professional development. Recommendations for practice and future research are included.
