One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized. The anthropological concept of liminality served as the theoretical perspective that anchored the construction of this research. The effects of the Constituency Development Fund (CDF) and the Free Secondary Education Policy (FSEP) on access to secondary school education in Kenya's Yatta sub-county have not been adequately explored in available public policy literature. Hence, this qualitative multiple-case study was designed to understand the effects of the 2 policies on both enrollment and dropout among secondary school age children in Yatta. An F-1 academic visa is required for foreign students studying at academic institutions in the United States. While requirements for acquiring the F-1 visa are a matter of federal policy, some of the principles regulating orientations, host families, and home-stays do not align with best practices found at the university level, which include quality student orientations and thorough trainings with a vetting process for host families and home-stays. This lack of regulation may place visiting students at risk in terms of personal safety and wellbeing and have negative impacts for program credibility and lost revenue.
