The estimation of parameters in structural equation modeling (SEM) has been primarily based on the maximum likelihood estimator (MLE) and relies on large sample asymptotic theory. Consequently, the results of the SEM analyses with small samples may not be as satisfactory as expected. In contrast, informative priors typically do not require a large sample, and they may be helpful for improving the quality of estimates in the SEM models with small samples. This thesis looks at the corequisite developmental math program at East Tennessee State University (ETSU) and compares the effectiveness to the previous developmental math program by comparing the student outcomes in MATH 1530. MATH 1530 is a non-calculus based statistic and probability course that satisfies most majors’ general education math requirements. ETSU sees approximately 1,000 students a year pass through MATH 1530 which is around 6.7% of the total enrollment at ETSU[9]. Micceri (1989) examined the distributional characteristics of 440 large-sample achievement and psychometric measures. All the distributions were found to be nonnormal at alpha = .01. The purpose of this study was to create an original instrument, the Administrator Data Use Survey (ADUS), to assess practicing school administrators' perceptions of the importance of data to school improvement, the importance of data to their position, and the degree to which they feel their graduate preparation in educational administration adequately prepared them for the data use demands of their position. Validation panels were used to assess construct, content, criterion, and face validity of the ADUS. In addition, factor analysis was utilized for construct validation.
