African-American male students are systematically forced to confine themselves to the social construct that European-American society has developed for them. Actions, behaviors, and words that communicate this message spread both interracially and intraracially within schools and affect African-American males tremendously in terms of their identity development and personal well-being. While many studies examine the overt forms of racism and more obvious microaggressions that African-American male students encounter in their schooling, few look at the deep-seated forms of racism that are less noticeable but that have a disastrous psychological impact on these students. In the fall of 2009, Portland State University President Wim Wiewel commissioned a Task Force, and an associated Advisory Board composed of community stakeholders, to make strategic recommendations concerning how Portland State can best serve the higher education needs and aspirations of Oregon’s Latino community. President Wiewel further charged the Task Force to base its recommendations on the best research and evidence available and to consider the most effective investment of PSU resources.

Research on African American males in high school often looks at their experiences from a deficit perspective, and is often conducted in low resourced, high-risk settings, thus perpetuating the image of failure in school. We know less about how African American males experience education in well-resourced schools. In an attempt to fill this research gap, this qualitative inquiry study explores the schooling experiences of African American males at a predominantly White, affluent, and suburban high school of a major metropolitan city. This dissertation examines the history and impact of color-blind educational reform in the post-Brown era on racial inequality of educational opportunities and outcomes in America's public schools. Through the lens of critical race theory and race critical theory, the dissertation employs a dual analysis. A macro analysis of the evolution and impact of colorblind educational reform on the national level is juxtaposed with a micro, case-study analysis of the history of color-blind educational reform at a historically Black high school. Many scholars believe that popular culture is part of students` identity and a symbol of subordinated groups` resistance to cultural domination, therefore they support the use of popular culture in the classroom as a way to value students` identity. However, scholars also recognize that often times popular culture is manipulated by elites so as to convey discourses that oppress people of color as an strategy to maintain the status quo.
