The thesis of this essay is that the schooling paradigm is in need of review and that the answer may lie in a shift in how we think about teaching and learning. Under the prevailing paradigm, the role of teachers is to deliver the year-level curriculum to all students in a year level. This mismatch has unfortunate consequences for both teaching and learning. Currently, many students are not ready for their year-level curriculum because they lack prerequisite knowledge, skills and understandings. The project was funded by the Office for Learning and Teaching (OLT), utilising surplus funding from a broader assessment collaboration project – the Australian Medical Assessment Collaboration (OLT ID12-2482). The Global Health Assessment Collaboration (GHAC) involved five universities in Australia and the United Kingdom (UK). It developed an assessment framework and item specifications, undertook assessment item drafting workshops, built in a process of review and resulted in the development of a focused suite of assessment items. However, the notions of the teacher as designer or ‘teacher design practice’ are rarely used as frameworks within teacher education or continuing professional learning. Some collegiate aviation programs in the United States have adopted the voluntary Safety Management System (SMS) strongly advocated by the Federal Aviation Administration to build a proactive safety culture. While relevant safety culture research has primarily focused on flight personnel, there has been limited investigation on non-flight collegiate aviation majors (collegiate air traffic control, aviation management, and unmanned aerial systems students) perceptions on collegiate aviation safety. This thesis develops educable constructs of empathy and of humanization as well as a theory, a praxis, educational models, and measuring instruments of values dialogue that hypothetically can be used to foster and to measure changes in empathic and humanizing capacities among secondary school students. The theory and the praxis of values dialogue utilize a sample of Western epistemological philosophy, as well as some of the research and literature of the field of dialogic inquiry. Identification conditions and an improved estimation method for a D-dimensional mixed coefficients multinomial logit model are discussed. This model is a generalisation of the Adams and Wilson (1997) random coefficients multinomial logit and it can be used to fit multdimensional forms of a wide range of Rasch measurement models. The computational demands of the numerical integration required in fitting such models have limited previous implementations to three and perhaps four-dimensional problems (Glas, 1992; Adams, Wilson and Wang, 1997). Decades ago, classic experiments established the phenomenon of “neural induction” (Spemann and Mangold, 1924; Holtfreter, 1933). It appeared clear that amphibian ectoderm was pre-programmed to form epidermis, and that the neural phenotype was induced by a chemical signal from mesoderm. The “ectoderm makes skin, unless induced to make nervous system” model appeared in many textbooks. This interpretation, however, was not simply incorrect but 180 degrees out of alignment with the actual situation. As subsequently demonstrated, the default state of amphibian ectoderm is neuronal, and the expression of the epidermal phenotype requires cell signaling (Hemmati-Brivanlou and Melton, 1992; 1994; 1997). This chapter introduces the multidimensional random coefficient multinomial logit model (MRCML) which can be applied to multidimensional polytomous test items. Two examples of real data analyses are followed to demonstrates the applications of the MRCML. A detailed discussion is made of interpretation of item parameters, in comparision to those derived from their corresponding unidimensional Rasch measurement models. Finally, it provides some guidelines for constructing scoring matrices and the corresponding models to aid parameter interpretation.

In adaptive testing each individual is tested with a set of items that is selected to match his/her estimated ability at the time of testing. In its most sophisticated form an adaptive test is interactively administered by a computer that scores the test and uses the individual's pattern of correct and incorrect responses to select new items from an item bank. In this procedure items are selected during the process of administering a test (rather than as a part of a predetermined sequence) so that the items administered to each individual are appropriate in difficulty for that individual. The research described in this dissertation was conducted in response to an expressed need for the development of national norms of excellence for cooperative education programs in the United States in 1980. In academic year 1981-1982 a Delphi technique was used with 12 cooperative education experts, who identified 155 cooperative education program norms of excellence specifically for four-year alternating cooperative education programs.

In academic year 1982-1983, the 155 norms identified were transposed into a 90-item self-evaluation questionnaire which was field tested and sampled at 14 colleges and universities with alternating cooperative education programs in the United States. Of 900 college …
