This research and policy brief from the Metropolitan Educational Research Consortium (MERC) offers an overview of the Virginia Literacy Act. It is structured to explore the following questions: 1) What are the recent trends in reading achievement in Virginia? 2) What are the policy implications of the VLA for Virginia school divisions? 3) What does the research say about Science of Reading (SoR)? 4) What core instructional programs are approved to meet the VLA? It concludes with a series of key takeaways and recommendations.

Design thinking is the intersection of engineering design and social-emotional learning. Today’s learners must be empathetic problem solvers capable of defining problems and designing appropriate solutions to meet the needs of the user. In this session, participants will experience design thinking through literature-based scenarios appropriate for early learners. They will analyze and compare their own models to those of others and compose a lesson that will engage students in the design thinking process.

The purpose of this quantitative predictive correlation study was to examine the relationship between teacher self-efficacy factors in literacy and teacher preparedness in teaching morphology in elementary classrooms. Results from this study have the potential of determining needed instructional changes at both the teacher training and elementary school levels. One hundred fifteen respondants came from elementary teachers in three school districts across the Tennessee Valley, although only 69 participants completed the survey in its entirety. The Philippines Early Childhood Care and Development (ECCD) Longitudinal Study was a major research investment by UNICEF, the Philippines Department of Education, and the Australian Government. It was designed to investigate the impact of one of the most significant education reforms in Philippines history: the introduction of the Kindergarten year as part of the K-12 Basic Education System. It offers useful insights into the impact of Philippines Mother Tongue-Based Multilingual Education (MTB-MLE) and key language transition points for students from Kindergarten to Grade 4. The Southeast Asia Primary Learning Metrics Program (SEA-PLM) is a regional assessment of Grade 5 students in six Southeast Asian countries. SEA-PLM was initiated in 2012 by the Southeast Asian Ministers of Education Association (SEAMEO) and the United Nations Children’s Fund (UNICEF). The first main cycle of SEA-PLM was implemented in 2019, with future cycles intended. All member countries of SEAMEO can choose to participate in SEA-PLM. The first six participating countries were: Cambodia, Lao PDR, Malaysia, Myanmar, Philippines and Viet Nam. Here, I got the opportunities to work on a book project called “20 Stories of Hope” and to spend a year teaching a young child literacy skills, both of which have given me valuable chances to both find and pursue new passions and to develop my career pathway towards teaching.

The Australian Government is supporting significant education reforms in Lao PDR. This policy note summarises baseline findings on primary school teacher practice and student learning outcomes, at a point just prior to major curriculum changes. Key findings include the need for intensive action on Lao language literacy, targeted teacher training on the new curriculum with a special emphasis on second language learners, and deepened engagement with school communities to reduce student absenteeism and improve student readiness for school. By using a qualitative phenomenology approach and taking five Indonesian respondents who have children aged 6 to 12 years who are attending the Dutch basis school. this study concludes that the understanding of literacy which is owned by parents is very important as a mediator for the development and formation of children's reading habits. It does this by generating cognitive and contextual data to monitor learning outcome, as well as facilitating ongoing collaborative efforts. Critical Coaching: Approaching Literacy Coaching Through A Critical Lens, Melissa Wells

Based in critical theory, this qualitative case study explored how a new genre of literacy coaching, called critical coaching, developed and what outcomes it produced. The researcher (a literacy coach) built a critical coaching partnership with an early childhood teacher, and two findings emerged: (1) self-reflection occurred through defining educators’ identities as cultural beings, as well as by naming and challenging assumptions; and (2) taking action occurred through critical networks, advocacy in public spaces, and planning culturally relevant pedagogy. Implications include seven essential conditions for building critical coaching partnerships.

Environmental print is defined as any print that can be seen in public such as logos, signs, products names and billboards. The Progress in International Reading Literacy Study (PIRLS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). PIRLS 2016 represents the fourth such study since PIRLS was first conducted in 2001. Australia has participated in the two most recent cycles – PIRLS 2011 and 2016. The Progress in International Reading Literacy Study (PIRLS) is an international study of reading literacy directed by the IEA (International Association for the Evaluation of Educational Achievement). According to a 2009 AP-MTV survey of 1,247 people ages 14–24, 50% of those surveyed have experienced cyberbullying (Gatti 1). Victims were twice as likely to need help from a mental health professional and were three times more likely to drop out of school than those surveyed who did not report being cyberbullied (5).Given this alarming social context and in light of the new Common Core State Standards (CCSS) for ELA/Literacy, we—Maureen (a high school English teacher) and Vicky (a teacher educa-tor)—decided to collaborate on a standards-based writing assignment that gives adolescent students strategies to use when they experience bullying …

Preservice teachers often come into teacher education programs with a positivist view of assessment, which may have developed during their own schooling experiences. For this reason, purposefully constructed course work and field experiences must be offered to enable them reframe their conceptions of literacy assessment and to complicate the assessment practices that have become most familiar to them. This paper examines a course in which, the aim is to intentionally counter the positivist testing culture and invest in helping preservice teachers understand assessment as a multi-faceted, dynamic process of inquiry.

Underlying a key purpose of the present review is the conviction that claims about what constitute effective literacy teaching, and of reading in particular, should be grounded in findings from rigorous evidence-based research.
