To better understand how a once well-intentioned concept of financial tuition assistance for college students has devolved into its current troubled and broken state, this doctoral thesis explored the evolution of the U.S. system of federal financial aid in higher education from a historical perspective. The study began with a review of the current state of the federal student aid system in U.S. higher education and then looked back at four key junctures in financial aid's history to understand influences that shaped it to be what it is today. Institutions of higher education in the United States are remarkably diverse in their educational purposes, their organizational structure, and their architectural styles. But underlying all this diversity are two distinct historical models: the decentralized British “collegiate” model of university education, and the centralized Germanic university model. Early American higher education grew out of the British collegiate tradition and emphasized the comprehensive development of students’ intellect and character, while the Germanic university tradition, introduced in the late 1800s, shifted the focus to technical scholarship and research. The nature and extent of institutional autonomy at the Universidad Nacional Autónoma de México (UNAM) has been a matter of contention between academics, policy makers and university members for many years. Opinions about governmental influence over the university in Mexico range from absolute autonomy to absolute control. Few of them, however, are founded on research on university-government relations. Most studies of univer- sity autonomy in Mexico are based on classical definitions and pluralist political perspectives that limit a thorough understanding of this relation between the University and the government in the context of an authoritarian State.
