Micro-level instructional design refers to the practice of designing and producing small units of instruction. At the microlevel processes such as shifting focus to small-scale design, applying learning theory, managing the technology, and evaluating the micro-design are implemented. The shift in focus to small-scale design centers attention on design of the multimedia products implemented in the online classroom. Theories of multimedia learning are selected and applied to the micro-level design to maximize the potential for effective instructional communication and learning. During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. Colleges and universities are reaching new audiences and helping students complete degrees and programs of study through distance education departments and programs. Distance education attracts working professionals, employed students, and single parents (Johnson, et al., 2003), who may otherwise not be able to engage in a traditional academic setting. These individuals can now enroll in single courses or full undergraduate and graduate programs. Distance education departments offer courses and degrees through various modes of delivery, including: independent study, online (via course management applications such as Blackboard), interactive broadcast (via satellite), and Ed-NET courses (via internet/webcam).

Over the past two decades, distance education has become a reality of rural schooling in Newfoundland and Labrador. In this article, I provide historical background into the challenges facing rural schools in the province and how distance education was introduced to address that challenge. I also describe how that system of distance education evolved from a system that used the telephone lines and bridging technology to one that uses a combination synchronous and asynchronous system delivered over the Internet. Web-based education offers the combination of self-paced learning and interactivity. We are just now beginning to empirically assess the differences between online education and traditional classroom based instruction. The Technology Acceptance Model (TAM) has been widely used in Information Systems research to analyze user perceptions of technology. This paper describes the results of an empirical study of faculty perception of Blackboard usage, utilizing TAM as its theoretical basis.
