African American youth are suspended and expelled at a higher rate than their nonminority (White) counterparts. Punitive processes such as zero-tolerance policies result in suspensions and expulsions, removing African American youth out of the classroom, and increasing the risk of dropping out and diminishing opportunities for academic success. The purpose of this study was to explore the role of restorative practices in urban high schools through the perspectives of urban educators. This fact sheet highlights K-12 school discipline disparities by race in the six largest school districts in the United States. The districts include New York City Public Schools, NY; Los Angeles Unified, CA; Chicago Public Schools, IL; (Miami) Dade County, FL; Clark County School District (CCSD), NV; and Broward County, FL. Data are compiled from the Civil Rights Data Collection for the 2015-2016 academic year. Specifically, we examine the data for the discipline strategies of in-school suspensions, out-of-school suspensions, and expulsions.

Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The purpose of this study is to explore how schools with successful alternative educational and disciplinary programs manage to overcome resistance to change and create settings that sustain the education for these students who through repeated disruptive behavior tend to fail in conventional punitive disciplinary programs. In 2019, the Virginia Board of Education approved the Model Guidance for Positive and Preventive Code of Student Conduct Policy and Alternatives to Suspension as a framework for school divisions to revise student behavior practices and policies. The model guidance reflects substantive changes in procedure, language, and data collection as compared to prior sanctions based codes of conduct. The goal of the model guidance is to implement a balanced approach to student behavior through proactive, constructive, and equitable practices. Discipline is of increasing concern to school stakeholders in districts around the world. It is especially concerning in a district of a southern U.S. state, where a zero tolerance policy calls for the removal of disruptive students from the classroom. Students, teachers, administrators, and other district officials may benefit from effective implementation of Positive Behavior Interventions and Supports (PBIS), a positive discipline program that includes educators using data for instructional and discipline decision making. As a result of zero tolerance policies, a significant percentage of students who experience exclusions from schools also experience negative outcomes such as high dropout rates, academic failures, and encounters with juvenile justice agencies. While several researchers have found a relationship between unintended consequences of exclusions and juvenile delinquency, few have examined this phenomenon from the perspectives of juveniles who experienced exclusions. Guided by the framework of operant conditioning, the purpose of this phenomenological study was to understand how students experienced exclusions from school.
