This research study focuses on three countries: the United States, France, and South Africa. While the issue of the income and racial achievement gap may seem similar on the surface for these three countries, research suggests that these issues, deeply embedded in each country’s history of racial segregation, economic inequality, and current policies and practices are connected to the struggle of students in acquiring necessary cultural capital. This dissertation is an ethnographic case study that explored minority and low SES inner city high school students’ perception and sense-making of school, learning, academic behaviors, and academic achievement through an integrated theory of human development, learning, and achievement. When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. The three parts of this dissertation provide multiple perspectives on a single-case study of the ways in which the achievement gap is defined in one Kentucky school district. The case study focuses on the Learning Station, an after-school tutoring program that intended to address the achievement gap for minority and low-income students. This quantitative study of summer learning for Maine students in grades three through grades eight analyzed changes in academic achievement level in mathematics and reading that occurred during the summer recess of 2009. The patterns of learning exposed in this study have meaningful implications for policymakers attempting to close the achievement gap.

In the city selected for this study, only 29% of inner-city students scored proficiently on standardized tests, whereas 71% of their peers at nearby suburban and affluent schools achieved the proficiency level. To address the gap, the local district implemented ability grouping in one charter school. The past decade has seen a significant increase in the emergence of English Language Learners (ELLs) in the United States. Nationally, a disparity in achievement exists between ELLs and non-ELLs. The academic achievement gap between male and female students set in motion a flurry of initiatives to help address male underachievement. The amendments made to Title IX allowed single-gender education to become a viable option for addressing those gaps in achievement. This study investigates the relationship between technology use and student achievement in public high school across North Carolina.
