This article places the most recent study of PISA (Programme for International Student Assessment) in historical perspective, reviewing the role of international comparisons in efforts to build public education systems as key institutions of democratic societies. It discusses the findings for the United States, examining differences with other participating countries. It also looks at a paradox. Despite the high priority education has received in the United States in the past two decades, the country underperformed in a number of indicators in the PISA in comparison with many other countries participating in the study. This chapter describes theoretical and practical issues associated with the development and use of a rating scheme for the purpose of analysing mathematical problems—specifically, to assess the extent to which solving those problems calls for the activation of a particular set of mathematical competencies. The competencies targeted through the scheme are based on the mathematical competencies that have underpinned each of the PISA Mathematics Frameworks. The scheme consists of operational definitions of the six competencies (labelled as communication; devising strategies; mathematisation; representation; using symbols, operations and formal language; and reasoning and argument), descriptions of four levels of activation of …

The paper examines commonalities and differences in how the constructs of adult numeracy and mathematical literacy were assessed in PIAAC and PISA, and sketches selected challenges associated with interpretation of results from these surveys.

Pundits and bureaucrats use the results from international tests, particularly the PISA (Programme for International Student Assessment), to make claims about the quality of the public education system in the United States and make policy recommendations. In this article I argue, with evidence, that the scores and rankings from PISA are not important and that they cannot give policy makers or educators meaningful insights into student preparedness for the global economy.
