Current legislation, such as No Child Left Behind (2001) or the Individuals with Disabilities Education Act (2004), has increased accountability for schools for the education of all students. These laws require schools to provide interventions for struggling learners, as part of the Response to Intervention process (IDEA, 2004). Accelerated Math (AM), published by Renaissance Learning, is a scientifically based program designed to supplement quality instruction as part of the RtI process. Children who are pre-lingually deaf or hard of hearing are often delayed in the acquisition and development of spoken language. Educators of the deaf and hard of hearing, of necessity, adapt and modify curriculum to ameliorate the delays inherent with hearing loss. Teachers utilize specialized strategies and techniques of presentation to adjust to the language and communication learning needs of children with hearing loss.

Despite an intense focus and considerable financial commitment to remediate nonproficient readers in high school, the large suburban school district that was the target of this study had been unable to consistently improve student achievement in the lowest 25% of students as measured by outcomes on the FCAT Reading. Scholarly literature on high school reading had focused mostly on evaluation of curriculum rather than on teacher practices. The purpose of this study was to identify the preferred instructional design strategies for the preparation of pre-service teachers who will deliver integrated STEM lessons. The research objectives were threefold and included identifying a preferred definition of integrated STEM education, developing its purpose statement, and creating a list of instructional design strategies that could be used for designing, planning, delivering, and assessing integrated STEM instruction.
