Long associated with conservative views on education, Diane Ravitch recently has won wide acclaim from educators and others who do not identify with conservatism. The publication of The Death and Life of the Great American School System has been central to her newfound popularity because it is an effective critique of the market-based reforms she previously championed and because it defends both public schools and their teachers. Politicians and educational leaders often cite school choice as a sound mechanism for improving public education. However, education theorists and researchers call for more research to verify whether and how choice has an impact on what happens in public schools for all learners, and suggest that there is a need for more naturalistic-constructivist studies to examine the realities inherent in school choice contexts. Missing from the research literature are in-depth perspectives of those on the front lines of school choice decision: parents.

That payments for parochial school tuition are not deductible under Section 170 of the Internal Revenue Code is a foregone conclusion in the eyes of many tax policy scholars. Tuition provides an easy case because the donor receives something of great value in return for his donation: the education of his children. This Article questions that conclusion. By taking a close look at the economics behind these tuition payments in the context of a discrete population, the religious Jewish community, I show that traditional economic assumptions are inappropriate for analysis of those payments. The Obama administration has encouraged "high quality" charter school networks to improve the achievement of disadvantaged students, viewing this as a struggle for civil rights (Maranto and McShane 2011; Paige and Witty 2010). The best known of these is the 109 campus strong Knowledge Is Power Program (KIPP), which started in Houston in 1994. KIPP now serves 32,000 students in 20 states and the District of Columbia, more than 90% African American or Latino/a, and more than 80% low income (KIPP Foundation 2011). Satisficing: A Decision-Making Strategy For School Choice, Kristine Anne Thompson

The purpose of this study was to investigate parent decision-making regarding school choice. Data were collected through a survey on how parents approached the decision making task of choosing a school for their child. Parents of kindergarten and first grade students in one public school district in Minnesota and five private schools in surrounding communities were invited to participate.

Four bodies of literature provide the theoretical basis of the study. They are education reform; school choice in Minnesota; factors parents consider when choosing schools; and decision-making theory.
