[Excerpt] Many development agencies seek to channel economic assistance to those less-developed countries (LDCs) and activities that will help the poor to achieve a better life (this phraseology is from the U.S. Foreign Assistance Act as amended in 1975). Education is an important indicator of countries' performance. This chapter examines the suitability of alternative education indicators as guides for planning and evaluating countries' progress and commitment toward increasing the participation of the poor in development.

In a country on the eve of losing one third of its land, 80% of potential natural resources and 75% of external exports value, economic future seems gloomy. Many opinions were given for economic solutions after the Southern Sudan secession. However, that does not support a theoretical framework that those are the only reasons for the expected economic collapse. Our theory here is that such collapse already happened because of economic mismanagement, corruption and hoarding initiated by the calls for empowerment and carried out by the regime's members. Although textbooks in intermediate microeconomics and managerial economics discuss the first-order condition for profit maximization (marginal revenue equals marginal cost) for pure competition and monopoly, they tend to ignore the second-order condition (marginal cost cuts marginal revenue from below). Mathematical economics textbooks also tend to provide only tangential treatment of the necessary and sufficient conditions for profit maximization. This paper fills the void in the textbook literature by combining mathematical and graphical analysis to more fully explain the profit maximizing hypothesis under a variety of market structures and cost conditions. In Mozambique, adoption of improved maize seed and chemical fertilizers is still limited. This study assessed farmers’ attitudes towards hybrid maize SC513, Nitrogenous (N) Phosphorous (P) Potassium (K), (NPK 12-24-12) and urea fertilizers in highlands and lowlands of the Manica District. The study determined the influence of farmers’ characteristics, attitudes, sources of information, and agro-ecological conditions on adoption of these technologies during 1995 through 2005. A questionnaire was administered during April and May 2006 with a randomly selected sample of 293 households. In general, farmers held positive attitudes towards improved maize varieties and chemical fertilizers, but the strength of attitudes …

This article is based on the author’s experiences after the 9/11 terrorist attacks in New York City and the impact of the attacks on her life as a New Yorker, an academic, and a member of a Sikh family and community. To position the author’s narrative, her reflection integrates race-based traumatic stress (Carter, 2007), a model suggesting that individuals who are targets of racism experience harm or injury. Enacted in 1997, the State Children’s Health Insurance Program (SCHIP) represented the largest expansion of U.S. public health care coverage since the passage of Medicare and Medicaid 32 years earlier. Although the program has recently been reauthorized, there remains a considerable lack of thorough and well-designed evaluations of the program. In this study, we use school attendance as a measure of the program’s impact. Utilizing state-level data and the use of fixed-effects regression techniques, we conclude that SCHIP has had a positive and significant effect on state average daily attendance rates, as measured by both SCHIP participation and eligibility rates. …

The agricultural sector of Sudan is faced by many problems. In the irrigated schemes, the government who officially owns most of them there are entrenched managerial problems that brewed for more than six decades. Moreover, the privatization policies of those schemes provoked many outcries and protests. Large schemes like Gezira have collapsed, this year 2011, only 10% of its over one million hectares were cultivated. The rainfed farming is not different with lack of machineries, shortages of available labor and high priced agricultural inputs, it is not expected to fare better than the irrigated schemes. The Doha Development Round or Doha Development Agenda (DDA) is the current trade-negotiation round of the World Trade Organization (WTO), which launched in November 2001. With the start of this round, non-trade concerns (NTCs) were explicitly renowned and integrated into the negotiation process. Generally, multi-functionality proponents attempt to resist agricultural trade liberalization by giving high support to protect their domestic producers. These are net food importing countries, some small countries with highly protected agricultural sector and large trade deficits in some main outputs and unfavourable agro-climatic conditions. Textbooks in Environmental and Natural Resource Economics invariably deal with the problem of allocating a non-renewable resource over time. The simplest version of that problem is the case of a resource that is to be allocated over two periods. The resource has a constant Marginal Extraction Cost (MEC). Most textbooks treat this case before moving on to more complex and realistic cases. Researchers studying academic dishonesty in college often focus on demographic characteristics of cheaters and discuss changes in cheating trends over time. To predict cheating behavior, some researchers examine the costs and benefits of academic cheating, while others view campus culture and the role which honor codes play in affecting behavior. This paper develops a model of academic cheating based on three sets of incentives - moral, social and economic—and how they affect cheating behaviors. The paper investigates water use in a rural village in semi-arid of Darfur region. Water use is viewed from the perspective of four production sectors: agriculture, rural industry, trade and services as well as domestic: drinking, cooking and sanitary uses. Water for these uses may be from three sources: rain water, surface water, and groundwater. This study focuses on groundwater. Results of a detailed survey indicate that groundwater use is dominated by agricultural activities including irrigated vegetables and grains, tree crops, and animal rearing. Irish higher education faces particular difficulties given the severity of its economic crisis. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Where Ireland does differ is in its emphasis on a 'whole of country strategy' and commitment that teaching and research go hand-in-hand. This paper looks at the fortunes and mis-fortunes of Irish higher education.
