We identify three eras in the history of special education: Early Reform (1800 – 1870), Stagnation and Regression (1870-1950), and Contemporary Reform (1950 – present). Next we examine parallels between eras and consider implications for people with disabilities today, highlighting the importance of the systematic study of historical perspectives in preparation programs for special educators.

Professional School Counselors have a variety of roles and responsibilities to students, teachers, parents, and administrators. School counselors collaborate with both the students and other stakeholders – in this case, usually parents and teachers. Consultation and collaboration with stakeholders can be carried out through team meetings or child study teams, with all relevant parties present. Such gatherings, while beneficial to everyone involved, can potentially bring about ethical dilemmas for school counselors. This study examines the historical progression of the availability of special education in Conservative Christian Schools in the United States since 1950. Due to the limited nature of research in this field, a historical analysis was used to better understand how the development of special education in Conservative Christian Schools compares to the development of special education in Public Schools. This study examined (a) the difference between special education teachers’ and administrators’ perceptions of school climate factors that influence special education teacher attrition and (b) differences among the four school climate factors perceived by school personnel. School climate was measured in professional development, collaboration, working conditions, and leadership. Participants were 29 administrators and 62 special education teachers from a large metropolitan school district in the Southwest United States. A 52 item online questionnaire was used for data collection. Special education teachers perceived school climate factors as more influential in promoting teacher attrition than did administrators. The purpose of this study was to investigate four research questions concerning the impact of co-teaching on general education students educated within a classroom inclusion model. General education students who received instruction during their 10th-grade year in a co-taught language arts or mathematics class were compared with other 10th-grade students receiving instruction from the same teacher but without the additional co-teacher. Achievement data from the Florida Comprehensive Achievement Test (FCAT) were gathered on these students. The state of Florida calculates and reports developmental scale scores (DSS) for students taking the FCAT. These scores are calculated to track student progress over …

Surrogate parents are appointed to represent children with disabilities whenever the birth parents or guardian of a child with a disability cannot be identified, located, or when the child is in the custody of the state. They have all the rights of birth parents for educational matters, e.g. permission for evaluation and placement, release information and request for educational hearing. The primary responsibility of surrogate parents is to ensure that children with disabilities are provided with a free, appropriate public education. Educators and mental health professionals search for interventions to help students with emotional and behavioral problems. Bibliotherapy, the therapeutic use of literature, has been a widely used yet sparsely researched intervention. Research regarding bibliotherapy and students' emotional awareness is absent. The purpose of this study was to examine the relationships among bibliotherapy intervention exposure, level of emotional awareness, and characteristics of students with emotional and behavioral disorders. The Individual with Disability Educational Improvement Act (IDEA-2004) (P.L. 108-446) includes a policy called Early Intervening Services (EIS) which makes it permissible, but not mandatory, for a school district to use 15 percent of their IDEA Part B funds to provide services to non-disabled at risk students. However, a school district cited for disproportionality because of an overrepresentation of racial or ethnic minorities or second language learners receiving special education services or disciplinary action is required to use 15 percent of their special education funding to address these issues. This dissertation examined the impact of inclusion on the academic achievement outcome of high school special education students as measured by English 1, biology, and algebra 1 as a function of gender, ethnicity, and years of inclusion. The study also examined the generalizations with confidence that could be made about the use of inclusion methodology in high schools within an urban North Carolina school district as measured by end-of-course test scale scores. Nationally and regionally there are insufficient numbers of qualified special education teachers to meet current demand. Online course delivery has been proposed as one way to reach more students and increase the number of special education teachers. A recent meta-analysis conducted by the U.S. Department of Education (2009) reviewed the research on online learning and reported that on average, students in online learning conditions performed better than those in traditional classes. Comprehensive and coordinated special education remains a major problem across public schools in Louisiana. One issue arises due to the fact that special education money in some districts is allotted at the district level instead of following students to the schools they attend, resulting in inconsistent support for schools serving students with multiple types of disabilities. Money is not allocated based on student needs and the neediest students do not receive the services the funding is intended to provide.
