Openness is a fundamental value underlying significant changes in society and is a prerequisite to changes institutions of higher education need to make in order to remain relevant to the society in which they exist. There are a number of ways institutions can be more open, including programs of open sharing of educational materials. Individual faculty can also choose to be more open without waiting for institutional programs. Increasing degrees of openness in society coupled with innovations in business strategy like dynamic specialization are enabling radical experiments in higher education and exerting increasing competitive pressure on conventional higher education institutions. …

During the past three years, we have developed and implemented an enterprise information system (EIS) to reengineer and facilitate the administrative process for preparing and teaching distance learning courses in a midsized-to-large university (with 23,000 students). The outcome of the implementation has been a streamlined and efficient process which has delivered higher faculty satisfaction at a substantial cost reduction. In this paper, we propose a new conceptual and operational framework for process reengineering (PR) in higher education institutions. Online courses serving international students present a number of distinct challenges. Instructors must address significant cultural differences, cope with the language barrier, and educate students about unfamiliar disciplinary standards. This presentation will demonstrate common technologies that are helpful in dealing with these challenges and discuss recent scholarship regarding other methods and tools that address the unique needs of the international online student. This report presents the findings from the pilot screening process prepared by the Center for Social Policy (CSP) and implemented during December 2008-March 2009 by the adult basic education (ABE) online learning programs in MA which are funded by the Department of Elementary and Secondary Education (ESE). The purposes of the pilot process were:
- To determine the effectiveness of screening tools in assessing participant characteristics, such as the skills, demographics, and life circumstances that are associated with success in online learning;
- To identify supports and interventions which students need in order to persist and succeed in online learning.

This report to Provost Kumble Subbaswamy details the wide-ranging work over two years of the UK Adult Learning Focused Institution (ALFI) Task Force. The findings in sum assert that the undergraduate population at the University is primarily of a traditional age and that little explicit attention is given to adult learners in UK's stated policies or procedures. The recommendations are that by becoming more "adult friendly" the University could also provide more flexibility and promise for success to all its students.

In 2008 I was approached to deliver a keynote address at the biennial conference of the Distance Education Association of New Zealand (DEANZ) in Wellington on the topic of today’s student and K–12 distance education. This article reviews the key ideas related to increasing student learning and support described in selected chapters from the second edition of the Handbook of Distance Education (Moore 2007). These chapters described research findings related to the impact of distance education on learners in general (student autonomy, cognition, social learning, and satisfaction), as well as specific subgroups of distance students and instructors (K-12, female, and disabled students as well as academic advising and library services). This article concludes with brief recommendations for future research in each of these areas.

Having convenient, instant access to electronic library resources in academia is excellent as research can be conducted literally anywhere and at anytime; however, a level of user self-direction is required for optimal results, creating the need for librarian interaction to guide the user towards acquiring this self-direction most effectively. As more institutions add online degree programs, it is essential that librarians are integrated within so that participating students have access to the same (or at least, equivalent) library resources and services as those who are on campus, and also develop sound research skills for information literacy acquisition.
