Houve tempo em que a Constituição servia para poisar ou charuto ou tirar um argumento político, como ironicamente afirmaria o grande escritor oitocentista Eça de Queiroz. Hoje a Constituição é a norma das normas. Daí há consequências hermenêuticas. Ao contrário das teorias que importam interpretação tradicional e, por vezes, em grande medida ultrapassada, para o Direito Constitucional, a tendência actual é a inversa: dada a supremacia da Constituição, deve ser a metodologia constitucional a exportar hermenêutica para o todo do Direito. Para isso, começamos neste artigo com grandes princípios de hermenêutica intra-constitucional. Depois se passará à exportação.

The authors undertake a detailed analysis of data from the 2006 Census. The data reveal that a substantial proportion of Australia's 18 to 20 year olds are not participating in any form of education. In addition, of those non-attendees, labour force participation is also remarkably low. A supplementary table to the report, which shows education participation rates by Australian federal electorates is also available.

The influence of socioeconomic status on academic outcomes has been well documented in literature exploring post school pathways. Such accounts of educational disadvantage exist in relation to Melbourne, Australia as they do in other cities across the developed world. However, over the past decade in Melbourne there has been an increased stratification of educational outcomes that cannot necessarily be explained by any parallel increase in social inequality. Studies have examined the impact of environmental variables on academic achievement among student athletes in the revenue-generating sports of men’s basketball and football. However, while evidence concerning the positive impact of male student athlete and faculty interaction is virtually unequivocal, we are not certain whether the benefits accruing from particular types of interaction vary across different racial/ethnic groups. This study explores the relationship between male Black and White student athletes and faculty as well as the impact of specific forms of student athlete– faculty interaction on academic achievement. This report seeks to provide a portrait of schools serving rural communities in northwest China, and to shed light on factors that encourage and discourage school persistence among children in this region. To achieve these goals, we analyze a survey of rural children and their families, schools, and teachers in Gansu province. The project interviewed children in the year 2000, when children were 9 to 12 years old, and again four years later.

The rapid growth in demand for university-trained personnel over recent years has mainly been filled by growth in the skilled migration program. The authors argue that more domestic students should be trained. The Coalition Government does not agree. It claims that 'unmet demand' from prospective university students has been met and that additional subsidised places are to be created. This article scrutinises these claims and concludes that they are not correct. The authors point to a shortfall in domestic higher education training. Single-Parenthood And Children’S Reading Performance In Asia, Hyunjoon Park

Using the data from Program for International Student Assessment, I examine the gap in reading performance between 15-year-old students in single-parent and intact families in 5 Asian countries in comparison to the United States. The ordinary least square regression analyses show negligible disadvantages of students with a single parent in Hong Kong and Korea, once students' demographic characteristics and socioeconomic background are held constant. Students in single-parent families in Indonesia and Thailand outperform their peers in intact families. Yet most attempts to foster cultures of evidence have not brought about change in Practices, notably because they are treated as management tools rather than learning processes. Equity for All is an approach to accountability that is grounded on the principles of practice theory and sociocultural theories of learning. This paper aims to connect articulations of ‘racism’ and ‘populism’ within discursive uses of ‘illegal immigration’ in the context of European-wide processes, which frame migrants as the ‘other’: such view have in fact become hegemonic over the recent years. The aim is to connect discourses of ‘illegal’ immigration to social phenomena, such as racist populism in democratic process and debates regarding social citizenship. The examination of the construction processes of exclusionary citizenship, both at European and at national level, via the discourses of undocumented migrant labour is a process that tends to racialise liberal democracy across Europe. This thesis examines the consequences of these changes for the academic opportunities of government school students. In the 1950s and 1960s, unprecedented numbers of students and near-universal school participation provided a challenge to governments in relation to education provision. As a result, the comprehensive ideal for organising government secondary schooling was adopted. This system became an important vehicle for providing educational opportunities for many students who previously had limited access to the post-primary years. Iatrogenesis is a term typically reserved to express the state of ill health or the adverse outcome resulting from a medical intervention, or lack thereof. Three types of iatrogenesis are described in the literature: clinical, social and cultural. This paper introduces a fourth type, technological iatrogenesis, or emerging errors stimulated by the infusion of technological innovations into complex healthcare systems. While health information technologies (HIT) have helped to make healthcare safer, this has also produced contemporary varieties of iatrogenic errors and events.
