The State Training School in Eldora, Iowa, is where Iowa Juvenile Courts send their male adjudicated "delinquent" youths. There are five regular cottage units, a reception-diagnostic cottage unit and four specialized living units. The operating capacity is 238 and the average daily population for 1984 was 213 males between 13 and 17 years of age. There are two on-going programs for the students -- clinical and educational.

While blindness should not pose a difficulty, many sighted counselors do have difficulties working with blind clients. Based on the research done for the study, this problem occurs mainly because of their difficulties in distinguishing empathy from sympathy. The Career Information Systems of Iowa (CISI) has produced a Process User Handbook (Department of Public Instruction, 1974) to help students explore their feelings, attitudes, and habits, as well as their skills, interests, and talents to explore the world of work. After completing the exploration process, each student is given the opportunity to compare his or her abilities and preferences to the world of work and to take a self-evaluation test which aids in clarifying his or her vocational preferences.
