The study presents a review of the literature on cognitive styles, both in relation to the literature which deals with the field as a whole and in relation to specific research literature on the four major studies of cognitive styles: 1) H.A. Witkin on field independence/dependence; 2) Jerome Kagan on reflection/impulsivity; 3) R.W. Gardner and G.S. Klein on cognitive control; and 4) James Bieri on cognitive complexity. Purpose. The purpose of the study was to determine whether there were statistically significant relationships between selected personal characteristics of school board members of the First Development District of Tennessee and the relative importance those board members assigned to selected problem areas in education. Interrelationships were tested among ten dependent variables and thirteen independent variables. Methods and Procedures. This project is an attempt to provide the Federal Way School District with an observation system. The system was patterned after the Instrument for the Observation of Teaching Activities by a twelve member committee of District Administrators. The system was then implemented to all supervisory personnel through a series of five workshops in the Fall of 1977.
The system's success was monitored and an evaluation was made by teachers and other supervisors.
Recommendations are for continued growth of this system.

The purpose of this study was threefold. The perceptions of the school superintendent, one of the most experienced school board members, and one of the least experienced school board members from each district included in the study were surveyed to: (1) ascertain the current status of in-service training for school board members at the local district level; (2) determine the areas of training needed by local district school board members; and (3) assess the reasons for the lack of adequate in-service training programs for school board members at the local district level.

The Field Study consisted of an internship in administration. An internship in administration in the field of vocational education appeared most beneficial to interests and objectives of the writer. The internship was served under the supervision of the director of vocational education and athletics. Activities in which the writer was involved within the athletic department offered limited value towards administrative experience beyond general supervision at athletic events. These activities were not a concern of the internship, since they would not normally be responsibilities of the vocational director.
