Teaching For Affective Learning, Gary E. Downs

During the last ten years, many innovations have been aimed at reconstructing science education from kindergarten through high school. These efforts have produced more up- to-date information which was supposed to reflect more nearly the scientific enterprise as it is today. Gallagher (1971) contends that the course-content improvement projects have failed to show this, and they have failed to show that science is a significant cultural force.

Most of the fifty states have formulated or are in the process of formulating a state plan for environmental education. Elementary and secondary school curricula continue to reflect increased concern and activity in environmental education. Higher education has responded with modification of traditional courses, design and implementation of new courses, and at some institutions, new degree programs in environmental studies. "Individualized instruction? — I tried it and it didn't work!" This is the statement that is frequently heard at professional meetings and in visiting with teachers. A plan of action to improve mathematics, social science, and science education has emerged as a result of over two years of meetings and planning conferences with school personnel representing all academic levels of education in Iowa. In addition, a seven-week Leadership Development Conference (LDC) was held this summer at The University of Iowa involving the regional coordinators and many of their "team" chairmen representing one of the various emphases of Project ASSIST, i.e., in-service and pre-service programs, community involvement, assessment, and student programs. Seventeen coordinators and over thirty program chairmen participated in the LDC.

Most teachers have felt a faster heart beat at one time or another when their principal enters the room to "observe them teach." Both know that an evaluation report will soon be written and distributed to the district office, eventually finding its way to the board of education. The report may even affect the employment status of the teacher. The reaction of the teacher would seem to indicate "mistrust" of the evaluation. In September of 1970 a grant was awarded by the National Science Foundation to the Science Education Center at the University of Iowa for the development of pre-service programs for teachers of secondary school science. The program was called Iowa-UPSTEP, (Undergraduate Pre-Service Teacher Education Program). The rationale for this program and a report of its progress is a response to "Where We Are Going" at the University of Iowa.
