As per Breeze and Laborda (2016), a culturally responsive curriculum addresses the integration of students into a new culture, as bilingual education traditionally receives minimal interest from the authorities. Akkari and Loomis (1998) explain that bilingual education is socially and historically situated, while van Lier (2004) posits that diverse linguistic groups will have an ominous future if the educational system ignores their linguistic needs. With the achievement gap for students with Limited English Proficiency (LEP) and their non-LEP peers widening rather than closing in Brighton School District 32 (pseudonyms are used throughout this change plan), it became clear that a change of the bilingual program model was necessary. This change plan examines the need for change in the current traditional Transitional Bilingual Education program to an extended Developmental Bilingual Education model with an emphasis on teaching for biliteracy. Interviews with bilingual teachers, focus groups with general education teachers, and surveys translated into Spanish for the bilingual parents at a small kindergarten through eighth grade school in a northern suburb of a large Midwestern city reveal the thoughts, concerns and excitement about the addition of a bilingual program to the school. This study analyzes three legislations that affected education for language

minority students. The research starts with a historical overview of the foundation of the

United States and the education of the non-English speaking population. It examines the

conditions that led to the first Bilingual Education Act of 1968, the changes that appeared

in the Bilingual Education Act of 1974, and the development of Title III of the No Child
