As computing pervades more aspects of life, and as Computer Science for All (CS for All) initiatives roll out across the U.S., the field must understand the experiences and language practices of emergent bi/multilingual K-12 students and use that knowledge to drive equitable pedagogical and programmatic approaches. There is a disproportionate number of English Learners (ELs) in Special Education across the United States (Kligner, Artiles, & Barletta, 2006). When educators are concerned about EL’s lack of progress and their underachievement they turn towards Special Education as a way of finding resources and a solution to their concerns (Kligner, Boile, Linan-Thompson & Rodriguez, 2014). The purpose of this study was to investigate the impact of a K-12 Hmong dual-language immersion program on kindergarten through fifth-grade Hmong students’ academic performance in the category of reading Hmong and English. This qualitative curricular case study investigated the implementation of a project called the Language Box in a seventh grade Humanities classroom in Albuquerque, New Mexico. I worked with the classroom teacher to design the Language Box project, which focused on the language use practices of the students and their families. We designed the project with the goal of addressing issues of home language loss, bilingualism, and English language acquisition. The students in the classroom were almost exclusively Hispanic, many came from low income families and some were undocumented. This qualitative phenomenological study dissertation provides an overview of a problem of practice: the disengagement of English language learners in the secondary English language arts classroom. The researcher would like to determine how secondary English language arts teachers effectively incorporate one well-researched, yet infrequently used intervention: the integration of home language texts to teach transferrable English language arts skills to English language learners. According to the PEW Research Center (2014), Texas' Hispanic population comprises 39% of its overall population, twice the U. S. Hispanic population. Texas Education Agency (TEA) predicts a 14% increase in the next seven years, with a surge of about 40% in its English Language Learners (ELLs) population. Already, it reports Texas experienced a 20% student enrollment growth in the last ten years within the predominately Mexican-Americans in South Texas border. This dissertation examines a teacher’s language ideologies, their impact on curriculum modifications and bilingual Latinx middle schoolers’ storytelling, to understand how a bilingual pedagogy builds on their cultural and linguistic resources. This qualitative study was conducted in a sixth grade writing workshop class in New York City as the focus teacher taught the Teachers College Reading and Writing Project Personal Narrative Unit of Study. Students learning English as a second language are using the ESL teacher’s curriculum and instruction as their primary means for becoming privileged bilinguals. However, teachers are being provided textbooks with little direction as to how to build an inclusive curriculum plan that supports their English language learners in meeting their goals. Many dual language teachers struggle to find the Spanish-language resources they need to foster true biliteracy. This project begins to address this problem by offering an annotated bibliography of some appropriate Spanish language literature for the dual language classroom. It also includes a rationale and bibliography and provides suggestions for using the texts to teach students to identify the literary theme and to analyze the language structures used.

In 1995, the Office for Civil Rights conducted a compliance review of the Bayou Parish School System (a pseudonym) in Louisiana. The review revealed a statistically significant underrepresentation of African-American students in the Bayou Parish gifted program. This case study examined how African-American representation in a gifted program may be increased through the use of research-based interventions implemented by the Office for Civil Rights.

The debate over what is appropriate curriculum for young children is nation wide.
