This study used a non-experimental, one-group, pretest-posttest design to compare the scale scores on the 2017–2018 and 2018–2019 Mathematics sections of the New Jersey Student Learning Assessment (NJSLA). This investigation compared the 2018 New Jersey Student Learning Assessment in Mathematics (NJSLA-M) scale score means for sampled special education students in Grades 4 – 8 to the 2019 NJSLA-M scale score means for the same group. A Paired-samples t-Test was used to determine what statistical differences exist, if any, between the scores 2017–2018 results of the students prior to receiving instruction based on learning progressions and the 2018–2019 results after receiving …

Federal law states that any student suspected of having a disability must meet initial eligibility requirements to qualify for special education services. Furthermore, an individual education program (IEP) team is required by federal law to re-evaluate each student with a qualified disability tri-annually to assess his or her ongoing need for such services. The pathway toward initial eligibility is explicitly outlined within federal legislation; however, the law does not explicate an avenue for declassification or exiting from special education. This research examines how the COVID-19 pandemic impacted the learning of special education students and the implementation of the Individuals with Disabilities Education Act (IDEA) in the United States. The importance of this research is reflected in the unprecedented and novel context of the COVID-19 pandemic. Since the passing of Public Law 94-142 in 1975, federal funding for special education programming has been distributed based on a flat or fixed per-student allotment. Flat funding distribution is a set dollar amount per child, while a fixed distribution is a set amount provided to every state regardless of population. In addition to federal funding, each state must allocate state tax dollars to the local education agencies (LEAs) according to the allocation model.
