English Learners (ELs), who now represent nearly 10% of all K-12 public school students, 4.8 million of who speak over 400 different languages and dialects, continue to lack equitable educational opportunities as demonstrated through gaps in achievement outcomes, poor graduation rates, and identified systemic barriers related to the intersectionality of language, culture, race, and racism (Crump, 2014; DeMatthews & Izquierdo, 2017; Menken & Solorza, 2015; Morita-Mullaney, 2018; National Clearinghouse for English Language Acquisition [NCELA], 2015, 2018). The purpose of this grounded theory study was to develop a theory, grounded in data obtained by interviewing current superintendents on how TEACHNJ has impacted their ability to improve student performance. TEACHNJ is a law enacted by the state of New Jersey to improve teacher quality and raise student performance by changing evaluation and tenure processes in order to create greater transparency, equity, consistency, and accountability across districts. Young people are increasingly in the public view as agents of social change. As suggested in the Social Change Model of Leadership Development, those who develop the seven values of socially responsible leadership (consciousness of self, congruence, commitment, common purpose, collaboration, controversy with civility, and citizenship) are prepared to engage in the leadership process by creating positive social change. Findings from this study suggest that the socially responsible leadership value of citizenship was the value most consistently related to social change engagement. The educational outcomes of Black males within the United States are problematic. In far too many areas of life (health, education, employment, income, and mortality), this population is overrepresented in the lowest quartile. This dissertation seeks to understand that phenomenon by systematically considering conduits and barriers to these outcomes. Presidents are leaving public colleges and universities at higher rates than they previously were over the last several decades. Previous studies on college and university presidential departure primarily have focused on internal institutional factors to offer explanations of understanding of why they leave office. Public university presidents earn less than private ones, and have to add successful (or unsuccessful) navigation of state politics to their skill sets. This study focused on both internal institutional factors and external environmental factors specifically within each state the public college or university is located. My overarching research question was: how do I utilize previous instructors, students, and campus partners to implement curriculum changes that will enhance classroom inclusivity and educational impact for this undergraduate leadership course? To fill a gap of leadership research in the public sector, conducted in a municipal government department, in a southwestern United States city of over 1,000,000 residents, this quantitative survey research examined the relationships between 66 observer ratings (response rate of 46.15% from a sample of 143 participants) of a department director’s level of the Big Five personality traits, measured by the NEO Five-Factor Inventory-3 (NEO-FFI-3), and transformational leadership as measured by the Multifactor Leadership Questionnaire 5X (MLQ 5X).
