This quantitative study examined the perceptions of members of Oklahoma public higher education governing boards and legislators concerning higher education governance. The purpose of this study was to gain a greater understanding among the participants as to the role governing boards should play in the system. The population for the study comprised 142 members of the Oklahoma Legislature and 107 members of 15 Oklahoma public higher education governing boards. The principal investigator used a web-based survey development company to design, collect, and store survey responses.

The implementation of the high school admissions process in the New York City Public schools, has re-defined the work and identities of professionals working the screened high school-programs. This study uses descriptive statistics culled from the Directory of New York City High Schools for 2007 and 2017, and interviews with school personnel from three screened school-programs, to review the impact of the implementation of this process during its first full decade in existence. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. Like previous evaluations of remediation in other settings, the results here point to negative impacts of remediation on …

A new Connecticut pilot program for low-income families has attempted to actively engage parents in the planning and decision process to provide a holistic approach to comprehensive workforce services. This study analyzes perceptions of parental engagement gathered from interviews with policymakers, professionals and parents. Results show that in this program policymakers, professionals, and parents agree that parental engagement was a deliberate action to incorporate parent voice and create parent leaders for long-term success of the program. Policymakers and professionals disagreed on the level of leadership and amount of training necessary for successful parental engagement. Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding. Today, dual enrollment programs are ubiquitous in the United States' secondary educational system. As a form of accelerated coursework, policy makers and school districts push dual enrollment as a means to improve college readiness and attainment. This paper studies the composition and characteristics of dual enrollment participants in the United States. Employing the High School Longitudinal Study of 2009 restricted dataset, three discrete logistic models are created to estimate the probability of a high school student participating in any dual enrollment coursework across the United States. After Senate Bill (SB) 1720, exempt students enrolling in colleges in Florida no longer have to take a college placement test or enroll in developmental education courses before enrolling in college-level classes. SB1720 caused Florida colleges to find new methods of placement for incoming students, a concern because incorrect placement can have detrimental effects for the student and institution.
