The current study provides insight into the state of the field of evaluation regarding practitioners’ understanding and application of reflective practice (RP), one of six essential competencies in program evaluation identified and discussed by Stevahn, King, Ghere, and Minnema (2005). Specifically, the purpose of this study was to determine how professional evaluators view RP, the extent and manner in which they engage in RP behaviors, and how evaluators conceptualize whether RP efforts affect, if at all, the evaluation process. This applied dissertation paper introduced a program evaluation of a secure laptop-based testing (SLBT) program, which was implemented from 2009 to 2014 in an undergraduate nursing program at a private institution in the southeastern region of the United States (US). Computerized testing is an old topic in the educational research field, but the instructor-made, laptop-based secure testing that utilizes learning management systems (LMS) for undergraduate nursing programs is a fairly new topic in the US. The Accreditation Council for Graduate Medical Education has charged institutions that sponsor accredited Graduate Medical Education programs (residency and fellowship specialty programs) with overseeing implementation of mandatory annual program evaluation efforts to ensure compliance with regulatory requirements. Physicians receive scant, if any, training in program evaluation methodology. Human Performance Technology (HPT) offers models suitable for residency program evaluation as well as trained evaluators who are experts in evaluation. Leaders in the field of HPT have called for empirical studies to examine the impact of HPT models in a variety of contexts.

A community college developed a diversity and inclusion training program, Maximizing Our Strengths as an Inclusive Community (MOSAIC), to address the lack of diversity training for students and staff. However, the program had not been evaluated. The purpose of this study was to learn about students' perceptions and experiences of the MOSAIC program. Guided by theories of constructivism and components of critical race theory related to critical studies in Whiteness, social identity theory, and best practices for diversity and inclusion training, this study explored how students described the effectiveness of the program. This dissertation was a program evaluation of an undergraduate program of study at a Christian institution of higher education. The college had not received a formal evaluation since the institution of their strategic planning in 2008. The program evaluation of this baccalaureate program was reviewed through the lens of the CIPP Evaluation Model (Stufflebeam, 2002). Through the CIPP Evaluation Model, the Context (C), Inputs (I), Processes (P), and Product (P) of this institution were evaluated.
