Purpose: The purpose of this study was to explore secondary-school teachers’ perceptions about the instructional and cultural benefits of engaging in peer observations for professional learning in secondary schools. This study also sought to clarify the prerequisites, facilitators, and barriers to implementing peer observations as perceived by secondary-school teachers.

A cross-sectional survey was utilized in this study to explore the perceptions of teacher in low performing schools. These perceptions concerned the influence of teacher leadership and professional learning on their changes in knowledge and instructional practices. This research addressed the data-driven process that teachers utilized to increase student scores on state tests, a process brought forth from a national concern with increased accountability. According to the district website, there is no consistent direction for data use and informal teacher interviews demonstrated varying levels of proficiency and understanding in using available data. Florida's United States History End-of-Course (EOC) Assessment performance outcomes are scheduled to impact student course grades, educator evaluation scores, and school grades. A professional learning plan to improve teaching and learning in support of student achievement on the Assessment does not exist.
