A promising strategy for improving education is to use the energy of teacher leaders as agents of school change. According to Katzenmeyer and Moller (2001), teaching and learning improve where shared leadership exists, and when there is no expectation of “heroic leadership” from one person. The purpose of this study was to investigate the impact of high-stakes testing under the No Child Left Behind (NCLB) Act on school culture. Individual interviews and focus groups were conducted with first grade through sixth grade teachers and principals from two of Nebo School District's schools located in Utah. Their responses were categorized into twelve themes. Most of the teachers and principals reported that high-stakes testing negatively impacted student and teacher motivation, teaching and learning, and curriculum. This study examined an inner-city Catholic high school to ascertain the possible existence of an achievement gap. Pearson correlation and multiple regression analyses examined academic indicators (GPA and Math and Science OGT results) and demographic and school variables. Students (258 Black, 101 White, and 55 Hispanic) completed questionnaires, which were matched with school data and confirmatory alumni focus groups. Analyses revealed no significant differences (ANOVA) among academic indicator means. Correlations were found between academic indicators and length of Catholic education, good behavior, extracurricular participation, high-school-graduation-oriented peers, and teacher caring scores.
