Today’s children live in a world of words. From nursery days onward they are in contact with reading in many forms. They face a future filled with a multitude of technological and social problems, each one needing attention and understanding of citizens educated to the highest degree consistent with abilities and interests. Reading is at the center of an effective educational program. While research indicates that children read better today than ever before, reading programs must not be permitted to become static. New ways must be found to improve the teaching of reading.

It was the purpose of this study (1) to survey the importance of the role of the elementary principal in improvement of instruction, (2) to make a limited study of professional literature, in order to discover ways and means by which the elementary principal provides more effective supervisory services, (3) to present a proposed program for improving the supervisory services of the principal in Central School which would result in an improvement in instruction, and (4) to conclude the study with selected summarizing statements.

School personnel administration.is concerned with two basic categories of employees: teaching and nonteaching or instructional and noninstructional. How they differ in definition and classification and which employees of a school division fall into the respective categories, especially the noninstructional classification, is the purpose for the survey to be reported in the succeeding chapters of this investigation. Little or no professional literature· exists to clarify this issue. Consequently, 'it is the desire of the writer to report and analyze what is presently being done in the administration of noninstructional employees.

It was the purpose of this study (1) to classify causes of reported teacher absences; (2) to compare frequency of absences in men and women teachers; (3) to determine months of the year and days of the week showing the greatest number of teacher absences; (4) to compare absence patterns in married and unmarried teachers; (5) to determine age groups of teachers having the greatest frequency of absences; and (6) to determine whether extended sick leave provisions and duty-free noon hours have had any substantial effect on teacher absence patterns.

There are some inadequacies in our American way of life. One of these is the inadequate help and attention given to the problem of children who become shackled with their lower class environment with little or no desire or incentive to rise above this. The major challenge to any teacher is the ability to stimulate and inspire children to achieve or succeed. There are different degrees of achievement. THE PROBLEM

The purposes of this study were (1) to project the enrollments and resulting student credit hours produced for each institution of higher education in West Virginia between 1963 and 1975 and (2), based on enrollments and other factors, to project the operating budget needs for each institution between 1963 and 1975.

Projections were made for each of the twenty institutions of higher education in West Virginia and for state higher education as a whole. Primary importance of the findings was in the application by each institution in long-range institutional research and planning.
