Purpose: The purpose of this study was to identify and describe the strategies principals of Title I schools perceived as most effective in improving English language arts (ELA) scores by at least 10 points, through the lens of WestEd’s Four Domains of Rapid School Improvement.

Methodology: This study utilized a qualitative methodology to gather data via the California Dashboard and semi-structured interviews of 11 principals from 11 different sites in northern California that showed at least 10-point growth on the Smarter Balanced Assessment Consortium (SBAC) standardized test. The purpose of this study is to examine teachers’ attitudes toward the implementation of educational innovations - with an explicit focus on social and emotional learning (SEL) and new teacher mentor (NTM) programs. Atlantic Avenue Elementary School (AAES) experienced reading achievement gaps between high-performing students and below-basic students within the school reading curriculum and balanced literacy framework. Vygotsky's theories of scaffolding and zone of proximal development served as the framework guiding this project, which used a qualitative case study design to explore reading teachers' perceptions of the ways in which they were addressing this reading achievement gap. Individual interviews, classroom observations, and lesson plans were the sources of the qualitative data collected from 6 reading teachers. Over the past 32 years, the National Blue Ribbon Schools Program, a trademark of excellence and success in academics, has recognized nearly 7,000 American schools in which students have demonstrated high academic performance and achievement (U.S. Department of Education, 2012). Previous studies of National Blue Ribbon Schools have largely centered upon leadership characteristics (Carney-Dalton, 2001; Copeland, 2003; Kushner, 2000; Lyles, 2009; Maslyk, 2012;Sapone, 2001), but studies have not focused on the particular instructional practices that are used within these schools.
