When global rankings first appeared in 2003, rankings in general were little known despite the fact that collecting statistical information on individual academic institutions had begun by the U.S. Bureau of Education in the late 19th century (Snyder, 1993). This was followed by various attempts to measure and compare the performance of faculty members and correspondingly their institutions by focusing on the schooling and characteristics of birth of such “Geniuses” or “Great Men”. This early focus on "distinguished persons" dominated rankings to the 1950s but effectively excluded most public universities, such as Land Grant universities, because they were newer institutions …

Higher education is undergoing rapid change in response to developments occurring at national and international level. Today, universities’ performance worldwide is increasingly being measured using rankings which have been developed by governmental and/or commercial agencies, at both national and international level. The Rankings in Institutional Strategies and Processes (RISP) project is the first pan-European study of the impact and influence of rankings on European higher education institutions. The project has sought to build understanding of how rankings impact and influence the development of institutional strategies and processes and its results are presented in the publication.

Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.
