Children living in remote rural parts of Ghana experience inequality in basic education, in terms of both access and outcomes. This issue is particularly acute in the north of the country and for girls. For example, 30 percent of children in the north have no school nearby and 20 percent will never enroll. Furthermore, transparency and accountability within Ghana’s education system is weak. Generally, information is not disseminated in a way that is accessible to most citizens (for example it is not produced in a local language), which means they are denied the opportunity to understand and engage with the …

This document was commissioned by the Scottish Government following a review of Scotland’s approach to international development in the wake of Covid-19, and incorporates a needs analysis and evidence, review, a detailed description of the global and national policy contexts relevant to partner country education systems and inputs from partner country governments, civil society and development partners on their priorities for investment in Inclusive Education. Drawing on these inputs, the report proposes a focus for the Scottish Government’s inclusive education programme on learners with disabilities and girls and young women, which is due to begin implementation in 2024. This case study is part of a larger body of work funded by the Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme. It explores the advocacy and policy influencing (API) activities of the GEAR Alliance, a transnational alliance of four East African civil society organisations (CSO) receiving funding from EOL, and the process, results and impact of action research project they conducted in partnership with MDF/ Australian Council for Education Research (ACER), an EOL ‘Global Learning Partner’ (GLP). For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. This report comes from the MERC Achieving Racial Equity in School Disciplinary Policies and Practices study. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. The study had two phases. Phase one (quantitative) used primary and secondary data to explore racial disparities in school discipline in the MERC region as well as discipline programs schools use to address them. Since independence in 1991, Ukraine has struggled with restructuring its Soviet style educational system. The process has been sluggish and fraught with tension, resistance, and set backs, mirroring Ukraine's efforts to revamp its economy and regain productivity levels that characterized it prior to independence (Bureau of European and Eurasian Affairs, 2003). One of the initiatives currently being discussed is integration of students with disabilities with their nondisabled peers in educational and social settings. India is a country of contradictions. On one hand, India is a modern country moving toward becoming a world leader in computer technology and boasts the second most computer literate population in the world (Babington, 2000; Kumar, 1999). On the other hand, India is a developing nation with 14 constitutionally recognized languages, 25% of the world's malnourished (Babington, 2000), and a majority that practices customs in everyday life that are 5,000 year old (Kumar, 1999).
