The primary purpose of International Computer and Information Literacy Study (ICILS) 2018 is to assess systematically the capacities of students to use ICT productively for a range of different purposes, in ways that go beyond a basic use of ICT. ICILS 2018 includes authentic computer-based assessments that are administered to students in their eighth year of schooling. A new school assessment resource in science from the Australian Council for Educational Research (ACER) has just been launched, following more than two years of development and trial testing. Called PAT Science, the new addition to the Progressive Achievement Tests series complements PAT Reading and PAT Maths, which are now widely used in Australian schools. PAT Science fills an identified need for better classroom information about the progress students make in their science learning between Year 3 and Year 10. The authors introduce readers to the activities involved in the development of achievement tests, including developing as assessment framework, writing multiple choice and constructed response type items, pretesting, producing test booklets, and handscoring items. A section on questionnaire construction features designing questionnaires, writing questions, coding responses, and linking questionnaire and test score data. The final section covers the development of a test administration manual, selecting test administrators, and contacting sampled schools. This paper refers to the work of S J Prais who questioned the outcomes of the Organisation for Economic Cooperation and Development's PISA survey of the reading, mathematics and science attainments of fifteen year-olds. Prais suggested that methodological flaws in Programme for International Student Assessment (PISA) had resulted in an apparent improvement in the attainment of British students, particularly when compared to their Swiss and German counterparts. This paper responds to Prais's criticisms, noting that when Prais's conjectures are tested with empirical data they are not supported. In order to promote growth in student learning and demonstrate achievement schools require rich assessment tasks that enhance the teaching and learning cycle and provide a valid and reliable measure of growth.
