The Global Partnership for Education (GPE) Secretariat appointed the Australian Council for Educational Research (ACER) to develop a tool for analysing national assessment systems and identifying areas for improvement. Known as the Analysis of National Learning Assessment Systems (ANLAS), it provides a framework and tools that help countries, particularly GPE partner developing countries, to examine their national learning assessments and design strategies to address any gaps.

The global commitment to early learning has been expressed in the United Nations (UN) Sustainable Development Goals Agenda (SDG) (United Nations, 2016) and access to support for early learning is considered a human right for all children, whether provided by the family, community, or institutional programs (UNESCO, 2013). Cooperative Extension is in a unique position, given its relationship with research-based, Land-Grant Universities, to advance the scholarship of implementation research. A stronger shift towards evidence-based practice has been occurring, oriented towards the assessment of programs for outcomes. This paper explores core concepts related to program implementation and delves into factors that influence successful implementation of Extension programs and services. The importance of implementation within the Extension Program Development Model is explored, along with emerging issues and trends.

Buk bilong Pikinini (BbP) provides access to early childhood education and care (ECEC) programs with a specific focus on English language literacy for children from vulnerable communities in Papua New Guinea. This is highly relevant, given the fact that there is likely an over-representation of illiteracy in disadvantaged households and few opportunities for children within those households to be ready for a school system with English as the language of instruction. The goal for pre-admission interview is to identify students who will be successful both academically and professionally. The traditional structured pre-admission interview has not been shown to be effective in predicting students’ success in academic and fieldwork performance. This article describes an innovative behavioral interview process during which applicants interviewed simulated clients as part of the preadmission selection process. The goals of the pre-admission behavioral interview were to observe applicants’ behavior as team players, and to assess their interpersonal communication skills, capability to be reflective, and professionalism. Kalamazoo County Ready 4s will establish a baseline of kindergarten readiness among Kalamazoo County's entering kindergarten students in fall 2010 by assessing 200 children randomly selected from the public schools in Kalamazoo County. Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs.
