In September 2012 the Australian Industry Group (Ai Group) contracted the Australian Council for Educational Research (ACER) to conduct this study into the financial return to employers from investing in workplace literacy training programs. The Australian Government, through its Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE), contracted the Australian Industry Group (Ai Group) to manage the project. Over 2013-14, this study developed and trialled a set of data collection instruments in pilot mode with seven training programs funded under the Workplace English Language and Literacy (WELL) program. Most current professionals who serve in an enrollment management leadership capacity likely were trained “on the job,” or at professional development events, primarily because credit‐bearing credentials, degrees, and other formal programs were non‐existent (Phair, 2014). However, that landscape has since changed and now there are multiple ways for enrollment management professionals to receive a formal education to enhance one’s enrollment management skill set. There has been much interest in the notion of vocational competencies of late. The pressing question, however, is how to measure vocational competencies. In order to contribute to this ‘how’, the results of the Civil Engineering strand of the recent Assessment of Higher Education Learning Outcomes (AHELO) Feasibility Study are discussed. The focus of the assessment instrument was explicitly on “above content” areas of the domain, and the assessment framework provides an example of a construct which articulates certain domain-specific competence components.
