This report presents an analysis of the test data from the Curriculum Standards Monitoring Test (CSMT) Pilot program, conducted in 2003 - 2004. It has been prepared by the Australian Council for Educational Research (ACER) on behalf of the Department of Education (DoE), with the support of the Curriculum Reform Implementation Project (CRIP). A recent Australian review of numeracy teaching noted the significant role of language in mathematics learning. The National Numeracy Review Report (2008), commissioned by the Council of Australian Governments (COAG), synthesised evidence on effective numeracy teaching to support the goal of improving numeracy outcomes for Australian students. This chapter uses data from the K cohort of Growing Up in Australia: The Longitudinal Study of Australian Children (LSAC) to examine the numeracy skills demonstrated by children at different ages, and whether levels of numeracy skills vary for children from different socio-demographic backgrounds. The socio-demographic groups examined in this chapter are categorised by: child gender; socio-economic characteristics including family socio-economic position (SEP) (lowest 25%, middle 50%, highest 25%); mother’s working hours including mothers not working (those unemployed, on maternity leave, and not in the labour force), working less than 35 hours per week, or working 35 hours or more …

The primary focus of this review is on strategies for improving literacy and numeracy outcomes in the Northern Territory. Clearly, the role of school education is much broader than the development of students literacy and numeracy skills, but these are foundational skills on which almost all other school learning is based. It is also clear from research that low levels of literacy and numeracy by the middle years of school are associated with lower school completion rates and a range of post-school outcomes, including higher levels of unemployment, lower lifetime earnings, and poorer health outcomes.
