The Programme for International Student Assessment (PISA) is an international comparative study of student achievement directed by the Organisation for Economic Co-operation and Development (OECD). PISA 2015 represents the sixth such study since PISA was first conducted in 2000. Seventy-two OECD countries or partner economies participated in PISA 2015. In Australia, PISA is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. In addition to monitoring the quality of education in national systems, the PISA empirical results provide the necessary evidence base for making changes to both policies and practices in education. In this regards, this chapter presents evidence from two systematic reviews of the impact of large scale assessments including PISA on educational policy. Particular attention is given to the types of assessment programmes undertaken, their goals and uses, the stages of the policy process informed by assessments; and the facilitators of and barriers to the uses of assessment data in the educational policy-making process. Mathematics is central in school curricula around the world, yet outcomes are mixed at best. This is true both in relation to attitudes expressed towards mathematics, and in relation to observed assessment outcomes, showing how poorly individuals are prepared to use mathematics in a world in which the ability to do so is of increasing importance. Why? This essay uses some mathematics outcomes from the Programme for International Student Assessment (PISA) 2012 to seek explanations and possible ways forward.
