The school system of Ethiopia is growing at levels that were unimaginable thirty years ago. About thirty years ago, the entire country had only two universities; now there are over thirty. Also the Ethiopian government has made education a right not a privilege for its entire population. This includes female students and some of the poorest of the poor being able to attend school all the way from the Kindergarten level well into college.

This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. The Programme on Basic Education (PROBE) hailed as a success and which has managed to be relatively free from corrupt activities is the focus. Recent U.S. high consequence events have made clear the importance of government collaboration with industry. The benefits of such collaboration were clearly seen as a lesson from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’.
