WikiLeaks is an international non-profit organisation that publishes submissions of private, secret, and classified media from anonymous news sources, news leaks, and whistleblowers. Its website, launched in 2006 under The Sunshine Press organisation claimed a database of more than 1.2 million documents within a year of its launch. WikiLeaks describes its founders as a mix of Chinese dissidents, journalists, mathematicians, and start-up company technologists from the United States, Taiwan, Europe, Australia, and South Africa. The Philippine Department Of Education: Challenges Of Policy Implementation Amidst Corruption, Vicente Reyes

This inquiry interrogates the experiences of local implementation actors of the Philippine Department of Education as they navigate through reform efforts within systemic corruption. Departing from dominant analytical paradigms centred on patron– client frameworks, the article introduces the typology of complex linkages where local actors play their roles as they find themselves trapped in between the powerful discourse of reform on the one hand and corruption on the other. Empirical findings of how local actors make sense of the challenges of reform amidst corruption as well as reflections towards greater analytical clarity are proposed.

This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. The Programme on Basic Education (PROBE) hailed as a success and which has managed to be relatively free from corrupt activities is the focus.
