The challenge of producing highly competitive and superior human resources is faced by nations worldwide, including Indonesia's education sector, specifically in Civic Education. Enhancing the quality of education requires a reconstructed curriculum that includes 21st-century competencies. This study aimed to describe the design model for developing citizenship skills in the current century. The research adopted a qualitative descriptive and quasi-experimental approach, collecting data through questionnaires, interviews, observations, documentation studies, and literature reviews. Students' learning activities cannot be separated from various factors. The purpose of this study was to determine how project citizen model developed students' pro-social awareness. This study was motivated by diminishing pro- social awareness among students. This study was conducted qualitatively by using case study. The results showed that through project citizen model, students' pro-social awareness could develop. Besides, project citizen model could help students think critically about social reality. This study recommended to maximize the use of project citizen as a learning model that could develop various potencies of students.

This research aimed at (1) developing teaching materials based on local content for Civic Education in University; and (2) describing the potential impact of local content on student consciousness on local culture. It was a developmental research. The subject were student registered in Civic Education Course (Mata Kuliah PKn) at History Department. Pilot project was validated through one to one, small group, and field evaluation. The analyzed result indicates that the developed instrument was valid and has potential impact. The research was an explorative research deploying interview and questionnaire as collecting data methods. Collected data was analyzed descriptive qualitatively.
