In the education system in Trinidad and Tobago, only 60% of students are achieving mastery in literacy and numeracy as documented by national tests. The purpose of this basic qualitative study was to explore principals’ experiences leading strategic planning designed to increase achievement in literacy and numeracy in 8 high-performing primary schools in Trinidad and Tobago. Fullan’s change process theory provided the framework for the study. Data were collected from interviews with 8 principals. Data analysis included coding, categorizing, and identifying themes. Reading Recovery is a first-grade literacy intervention program with notable short-term benefits, but there are sustainability studies that highlight inconclusive evidence of its enduring success. It was unclear if formerly enrolled Reading Recovery students continue to have long-term literacy skill retention after exiting the literacy intervention. The college under study only requires instructors to use traditional resources to teach literacy content leading to a variation in the use of technology within literacy courses. A small rural school district in the southwestern part of the United States required teachers to provide highly effective literacy instruction by implementing an evidence-based reading program called Journeys. With consistently low reading achievement, it was unclear whether teachers were implementing Journeys as prescribed. The purpose of this qualitative case study was to explore teacher implementation of the Journeys program for students at an elementary school in the district.
