The population of English Learner (EL) students in the United States is increasing and is projected to represent 40% of our country by 2030 (Flynn and Hill, 2005). Many educators do not feel prepared to teach this marginalized group of students effectively. Research on school districts has repeatedly found that focusing on student learning and instructional leadership is a key component to effectiveness (Murphy & Hallinger, 1988; Leithwood, 2010; Anderson & Young, 2018). This study aimed to bridge the research-to-practice gap related to in-service supports and professional development by identifying factors associated with teacher use of evidence-based classroom management practices and responsiveness to a coaching intervention. Years of teaching experience was identified as a teacher-level intervention determinant with a strong research base in the classroom management literature; however few studies used direct observation of behavior to report difference among teacher behavior. According to the Sports & Fitness Industry Association (SFIA, 2018), at least 4,420,000 children between the ages of 6–12 and 2,454,000 children between the ages of 13–17 participate in outdoor soccer in the United States. Arguably, their coaches have a significant impact on these children’s development. Paraeducators serving students with disabilities outnumber special education teachers in the United States (Stewart, 2019; U. S. Department of Education et al., 2018). Culturally relevant coaching (CRC) is a support system that centers the individual and specific needs of the teacher. Understanding that support has to be layered and differentiated, it focuses on coaching the whole teacher rather than the sum of their parts. Inclusive of building and developing the emotional resilience of novice teachers while at the same time helping them to grow their instructional practice and skills. CRC attends to both the professional and personal side of what makes a teacher effective in their classroom practice.

The purpose of this study was to determine teachers' perceptions of instructional coaching. Four research-based instructional coaching best practices were identified for the development of a survey. The four instructional coaching best practices were: collaborating with teachers to address school-wide instructional concerns and practices, collaboratively planning with a teacher to identify when and how an instructional intervention might be implemented, modeling instructional practices in teachers' classrooms, and observing teachers and providing teachers with feedback. Due to teacher shortages, school districts have offered incentives and alternative licensure programs. Recently, however, school districts have shifted the focus from recruitment to one of teacher retention which places an emphasis upon beginning teacher induction programs. These programs help teachers improve in their craft of teaching, help teachers remain satisfied with their jobs, help teachers enculturate into the districts in which they work, and help to improve student achievement.
