The role of public libraries is changing in response to a multitude of influences and trends. The exponential growth of technology as the primary method of information access, funding challenges, changing demographics, and other mitigating factors have forced public libraries to become more than book repositories. Community library leaders and governing board members are faced with challenges such as decreased funding, community division regarding library services, and soaring costs for library materials and services, as they develop and adopt policies and practices to navigate this ever-changing environment.

The pursuit of higher education is a goal that is embedded in secondary education and often correlated with the American dream. This study concentrated on the barriers that women with a felony conviction face when pursuing higher education after incarceration. Based on the identified barriers, current best practices for admission to higher education institutions and individual resources available for the ex-offender population were assessed. Individualistic cultures tend to focus on freedom, individuality, and personal autonomy. Mainstream America is found to be a vertical individualistic society, but research has shown there are pockets of collectivistic cultures within the US. Collectivistic cultures, in contrast, tend to focus on family, conformity, and thinking of the group before one’s self. Collectivism arises due to a population’s need to rely on one another for resources. As such, low resource environments are subject to having collectivistic values. MIHOW, the Maternal Infant Health Outreach Worker Program, is a parent-to-parent home visitation program that aims to enhance early childhood development and parent education in economically disadvantaged and geographically isolated families with children birth to three. This qualitative case study conducted in two rural Appalachian counties examined the perceptions and experiences of paraprofessionals who are trained and work as home visitors in the MIHOW Program. Findings were interpreted in relation to extant literature on the use of paraprofessionals in home visitation. Three themes emerged from the data. Tied to the current federal legislation, the No Child Left Behind Act (NCLB), and all the national influences on American Education which have come before is the need for teachers to receive high-quality professional development. Approximately 5,500 National Board Certified Teachers (NBCTs) work in the 13 states that lie along the Appalachian Mountain Region of the United States. This thesis evaluates and critiques a federal research grant on character education initiatives in Appalachia. In order to do so, 1) This thesis addresses the evolution of the term “character” from Classical times to contemporary applications, while building toward the definitions, validity and current practices in character education and how it relates to Appalachians, 2) This thesis presents the challenges and upsides of developing character education curricula in Appalachia and how outside perceptions and stereotypes impact the people within, and 3) This thesis examines and interacts with original qualitative and quantitative data from the research grant.
