The purpose of this study was to identify the factors serving as barriers to effective building-level administrator participation in special education individualized education program (IEP) meetings. For the purposes of this study, research was conducted in the multidisciplinary areas of social cognitive theory and self-efficacy, along with an examination of school-building administrators as instructional leaders, the role(s) of building-level leadership in special education and building administrator knowledge and understanding of special education policies and practices. There is a potentially dangerous disassociation between human behavior, decision-making, and ethics and the notion that these fundamental aspects of what it means to be human originate simply as the functions of an organ. A qualitative dissertation study was conducted to examine the impact of the Arkansas Leadership Academy's Master Principal Program through the perspective of those who have completed the entire program and attained designation as a Master Principal. A logic model for the Master Principal Program offered a context for the study. A review of relevant literature provided the identification of gaps in the research which included limited findings for a program comparable to the Master Principal Program.
